"Where does help come from?" seems to be the guiding question that sets the psalm in motion. The Lord, the Maker of heaven and earth, is presented as Helper. The primary attribute that is here ascribed to God is Helper. Please note that help comes from the Lord, not from friends and family, not even from the world or nature. A look up into the hills may not be for an inspirational view. The hills may harbor an enemy who descends upon the innocent travelers in the valley. Help comes from the Lord who "made heaven and earth," not from the hills that the Lord made.
